Spain?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p style=\"text-align: justify;\">Any foreigner can buy a flat in Spain.\u00a0You must have<strong>Foreigner<\/strong>\u00a0<strong>Identification Number (NIE)<\/strong>\u00a0which can be personally obtained or by an authorized representative (a lawyer,\u00a0for example) in the immigration offices of Spain or from abroad through the Spanish Consulate, proving the reason for requesting the NIE.<\/p>\n<p style=\"text-align: justify;\">Once requested and obtained the NIE can begin the purchase procedures.\u00a0<strong>It is not mandatory to<\/strong>\u00a0<strong>hold a bank account in Spain <\/strong>although it is highly recommended for the payment of the price of the house, the expenses of formalization of the purchase, the taxes and the expenses of maintenance of the house, having a bank account facilitates the process.<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"A_non-resident_foreigner_who_buys_a_flat_in_Spain_what_taxes_does_he_pay_in_Spain\"><\/span><strong>A non-resident foreigner who buys a flat in Spain, what taxes does he\u00a0pay in Spain?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">Buyer must pay all taxes (and expenses) arising from the purchase of the house, which are VAT (Value Added Tax) if new housing and amounting 10% of the purchase price or Property Transfer Tax (ITP) in case of successive transmissions (second hand) and varies in each Community, in the case of Catalu\u00f1a amounts 10% of the purchase price.<\/p>\n<p style=\"text-align: justify;\">Other taxes to be paid are the\u00a0<strong>Property Tax<\/strong>\u00a0(IBI), local tax on annual basis, fixed by each municipality, or the rate of garbage collection.<\/p>\n<p style=\"text-align: justify;\">The\u00a0<strong>Income Tax for Non Resident<\/strong>\u00a0is a state tax levied on\u00a0income earned in Spanish territory by individuals not resident in Spain regularly.\u00a0It is considered that a person has its habitual residence in Spain for fiscal purposes when he remains in Spanish territory more than 183 days a year.\u00a0As for the amount to pay for this concept, if the property is empty and at the disposal of its owner should be calculated on the cadastral value of the property.\u00a0If the flat has been rented, 24% of the annual rent will be paid.<\/p>\n<h3 style=\"text-align: justify;\"><span class=\"ez-toc-section\" id=\"What_is_%E2%80%9Cempadronamiento%E2%80%9D_registration\"><\/span>What is \u201cempadronamiento\u201d registration?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p style=\"text-align: justify;\">The registration in the municipality is not the same as the residence permit.\u00a0The municipality register (padr\u00f3n) depends on the City Council and it must register all people living in the municipality whether they are national or foreign.\u00a0The registration does not entitle itself to obtain a residence or work permit in Spain.<\/p>\n<p style=\"text-align: justify;\">Finally
